Measure, Monitor, Improve: Data Tools for Understanding High-Dosage Tutoring Implementation

The High-Dosage Tutoring Data Toolkit is a collaboration between the national non-profit Accelerate, the Strategic Data Project, and representatives from state departments of education in Arkansas, Colorado, Delaware, Louisiana, and Ohio, supported by Overdeck Family Foundation. The shared goal: Use data to expand access to effective tutoring in real schools, for real students.

The toolkit presents solutions to common challenges and provides a set of data collection strategies, tools, and best practices to bring effective high-dosage tutoring programs to as many students as possible.

Toolkit Narrative

Measure, Monitor, Improve

The narrative introduces the tools and case studies that came out of the high-dosage tutoring collaboration. Designed primarily for applied researchers, it will also help district leaders, tutoring vendors, academic researchers, and policymakers access consistent data on tutoring implementation, evaluate existing programs, and make informed decisions about funding and scaling effective programs.

Webinar: Inside the Toolkit

Hear directly from two of the state fellows and one nonprofit fellow who helped develop the toolkit.

Take our survey.

Thank you for engaging with the Measure, Monitor, Improve: Data Tools for Understanding High-Dosage Tutoring Implementation toolkit. Our goal is to equip education agencies, districts, and tutoring providers with actionable resources for monitoring, measuring, and continuously improving high-dosage tutoring efforts.

We want to hear your stories—big or small—about the toolkit’s impact and lessons learned in your context. By sharing how you are using (or plan to use) the toolkit, what’s working, and where you see opportunities for improvement, you help us build better resources for the entire field. Your insights directly shape future refinement and expansion of these tools and help us ensure every student benefits from high-quality, data-driven tutoring programs.

Since 2017, Overdeck Family Foundation has partnered with SDP to expand its grantees’ access to skilled researchers and data analysts, unlocking the power of data to inform strategic decision-making in service of advancing student learning.

In 2023, the Foundation supported Accelerate to hire an SDP fellow and five state education agencies to nominate existing staff as SDP Fellows, through Accelerate's States Leading Recovery initiative. In addition to the traditional SDP Fellowship, the working group collaborated to develop this high-dosage tutoring data toolkit.

This effort highlights not only the tangible impact of the toolkit itself, helping education leaders strengthen tutoring at scale, but also the value of investing in a cohort of Fellows working together towards a shared goal. By supporting both individual grantees and field-wide collaborations, funders like Overdeck Family Foundation can advance catalytic, innovative solutions to complex challenges and drive sector-wide learning.
