This tool—which includes guiding instructions (download at left) and two excel workbook templates (download below)—is intended for LEAs and SEAs who are newly implementing preschool expansion programs or who have not yet enacted data-based implementation monitoring systems. This program monitoring planning tool and framework can be adapted for state or local grant programs either in low-maturity data environments or those administering and implementing new grant programs.

This tool is part of [**Preschool Supply &amp; Demand**](https://sdp.cepr.harvard.edu/preschool-supply-and-demand-toolkit)**,** a collaboration between the Strategic Data Project and representatives from the California Department of Education, Denver Public Schools, Denver Preschool Program, South Carolina First Steps, Chicago Early Childhood Integrated Data System, National Head Start Association, Massachusetts Department of Early Education and Care, and Washington Education Research and Data Center.
